Phil works with boards, executives, governments, regulators, professional bodies and other institutions on high-stakes problems that cannot be solved by expertise alone. He is typically brought in when capable people have already done much of what ought to work, but the problem has not moved.

His work begins by understanding the system before trying to change it: the relationships, assumptions, incentives, history, governance, authority, power and feedback loops that are shaping the outcomes people are experiencing. From there, he designs practical interventions that the people and institutions involved can actually carry.

That work can include strategic and decision architecture, governance, stakeholder engagement, difficult facilitated conversations, operating models and long-term transition. Increasingly, Phil works at the seams between institutions, particularly in complex public-purpose and cross-jurisdictional systems where no single organization has the authority to solve the whole problem.

His practice exists largely in the space between “technically correct” and “actually works.” He helps capable people create enough understanding, trust and structure to make sound decisions and move through wicked problems that have resisted the obvious answers.
